Remark of Prof. Dr. Yoichi Iwasaki, the President of University of Tsukuba (in Japanese)
筑波大学学長の岩崎洋一でございます。
本日、筑波大学とアフリカ開発銀行との連携覚書に調印出来ましたことを、大変嬉しく思います。
筑波大学は、先端的・独創的な知の創出と個性輝く人材の育成を通じて世界に貢献するという使命を持って、国際社会、産業界等との連携・交流を深め、国際的にさらに存在感のある大学として発展してゆくことを目指しております。
特に、貧困、気候変動、地域紛争といった地球規模の困難な課題の解決において、我が国が国際社会において責任ある役割を担い、知的貢献を果たしていくためには、知的源泉として大学に寄せられる期待は大きく、この期待に応えてゆくことが筑波大学に課せられた責務の一つと考えております。
その意味でも、本日締結したアフリカ開発銀行と筑波大学との連携覚書は、本学の教育・研究の蓄積や人材をアフリカ諸国の持続的な発展に活用するに際して、アフリカ諸国において教育セクターを含めて、長年に亘る豊富な実務経験と情報をお持ちのアフリカ開発銀行のノウハウとのシナジー効果が大いに期待出来るので、アフリカの高等教育分野における効果的で効率的な協力が実現できるものと大変期待しております。
ご承知の通り、筑波大学では2006年からチュニジアの首都チュニスに拠点を置いて北アフリカ地域を主な対象に様々な協力に務めており、そのうちの幾つかの事業では具体的な成果も出て来ております。
仄聞するところによれば、アフリカ開発銀行が高等教育、特に科学技術分野での人材育成に関して大学と連携協定を締結されるのは初めての試みとのことであり、我が国においてもアフリカ開発銀行が連携覚書を締結するのは筑波大学が初めてとのこと。恐らく本学のチュニスでの拠点活動のこれまでの実績を評価して、今回の様な覚書締結のお申し出を頂いたものと、大変光栄に思います。
本覚書締結により本学とアフリカ開発銀行との連携を通じて、アフリカ諸国の高等教育分野での人材育成が一層効率的、効果的に推進され、アフリカ諸国の持続的発展が図られることを心から期待しております。

Remarks by Dr. Donald Kaberuka, the President of the African Development Bank Group
Professor Dr. Iwasaki, The President of the University of Tsukuba,
Ladies and Gentlemen,
On behalf of the African Development Bank Group and on my own behalf, I am very pleased to have signed this MOU with your prominent University today to formalize our partnerships and cooperation to prmorte the Higher Educarion and Science and Technology in Africa.
Your University has been very active in wokrking with the Afrlcan countries over the years. Your University’s practical approach to bridge academic institutions and industries, particularly in Bioscience and Arid Area Environment, is what we need to boost the economic growth and poverty reduction in Africa. We fully appreciate your considerable contributions to the capacity building in Science and Technology through the Borj Cedria Technopark projecrt in Tunisia in cooperation with JICA and JBIC. Japan is a key development partner for Africa and for the African Development Bank, as demonstrated by the Government of Japan’s leadership in organizing the TICAD 4 in Yokohama.
Since its inception in 1993, Japan through TICAD Process has been a strong advocate of Asia-Africa Cooperation. Japan’s remarkable economic development since the end of Second World War 60 years ago has largely been due to the country’s investment in Human Resources Development and Science and Technology.
Through this MOU, we can leverage each others’ comparative advantages, including the development knowledge, technical expertise and financial instruments, so that we can enhance synergy and jointly support the Higher Education and Science and Technology, which are badly needed to accelerate economic growth and sustainable development in Africa.
I am pleased to inform you that our Board has just approved the Bank’s New Strategy for Higher Education, Science and Technology last month. Under this Strategy, we are focusing on three pillars, namely: 1) Support to National and Regional Centres of Excellence; 2) building Infrastructure for Higher Education. Science and Technology; and 3) Linking Higher Education, Science and Technology and the Productive Sector. Our knowledge partnership with the University of Tsukuba is fully in line with our Strategy. I am confident that we can together make a difference in ensuring Higher Education, Science and Technology benefit the People and national and regional development in Africa.
Let me conclude by expressing our profound appreciation once again for your interest in partnering with the African Development Bank. We look forward to our very close collaborations.
